19 关贸总协定认为：中国非是关贸总协定缔约国，因为1950年3月台湾当局非法宣布退出关贸总协定而消失。应当先谈减让。参见《乌拉圭回合多边贸易谈判结果最后文件》第五条。笔者认为：中国关贸总协定23个原始缔约国地位并不因为1950年3月台湾当局非法宣布退出关贸总协定而消失。
