制度等。政府应减少过多的行政干预，让企业按照市场机制的要求进行产业结构的调整和资
源的调配。这既符合中国经济发展的需要，符合国际环境立法趋势，也是迎接国际竞争挑战
的需要。如果继续以短视的眼光忽略环境成本内部化的要求，忽略对市场机制的应用，中国
必将因其低环境成本成为世界贸易运作链上的最大牺牲品。
The Trend of Environmental Legislation——Applying of Market
Mechanism
Abstract: This article expatiates the necessity and significance of applying the market
mechanism to environmental legislation while introducing the environmental cost internalization.
As far as the developing countries are concerned, it is important to reasonably make use of the
natural resource as well as protection on the natural resource, which is learned from the experience
of the developed countries. Using of market mechanism provides us with a sustainable
developing way that not only improves the economic developing in a benign direction, but also
protects the environment actively.
