[摘要] 媒体的不断发展，使得舆论作用及其影响不断扩大；而随着社会的发展，政府的行政权也在不断的扩大，公权力的扩大易乱用、滥用，而易滋生腐败，传统的监督方式因其自身的特点，难以积极地发挥应有的机能，而舆论监督因其自身的特点和作用方式而成为对现代政府实行监督使其规范行政的一种必然监督方式。

[The summary] The constant development of media make public opinion function and influence and expand constantly; Along with the development of society, the executive power of the government is in the enlargement constantly too. It is common the power the enlargement easy not the messy with, abuse, and the easy to breed by corruption. Traditional supervision way because their one's own characteristic, Some functions by giving play to and answer actively that difficult. Supervise by public opinion what become and implement and supervise and make their a administrative kind must supervise the way to modern governments, because of its one's own characteristic and function way.

曾有一部名为《明日帝国》的电影，影片中媒体大亨借助于媒体控制了整个国家，左右了整个国家的政治、经济、文化、军事、外交等各个方面，进而想借于此控制整个世界……这只是个虚构的故事，但在其中我们却感受到媒体所承载的舆论的巨大威力。从社会控制及社会秩序形成的角度来看，我们会发现，在今天的社会中，以报纸杂志、广播电视以及电脑网络等为形式的大众传媒的影响力正显现出愈来愈强化的趋势。很多学者将舆论监督称作为“第四权”，因为它对传统的三权构成（立法、司法、行政）的制约在许多方面一点也不屈于三者之间的制约，因而舆论监督的作用日益受人关注。
