法治中国背景下再论限制死刑适用范围——从节约社会资源及维护社会家庭和谐新视角/黄峰(6)
（三）发挥媒体的强大舆论影响力
国民的认识的转变是需要过程的，这肯定不是一蹴而就的。要通过媒体的宣传循序渐进的来推进，毕竟就现阶段来讲，完全废除死刑也是不可能的。具体而言：媒体可以多多报道国外一些废除死刑的国家的案例，让国民了解到废除死刑也可以做到罪行相适应，相较保留死刑来说，进一步缩小死刑的适用范围应该是更佳选择，并且社会大众也会接受。再有，另一方面媒体可以多多报道那些因为失去亲人并且得不到有效救济，因而家庭（犯罪人和受害人）面临支离破碎的境况，给社会大众以理性思考的机会和余地。
（四）提高公民法律意识 做好法律知识普及工作
随着十八届四中全会明确提出依法治国的方针要求，如何将这一要求贯彻到实处，这就需要大力做好宣传工作。做好各方面的法律相关配套措施建设，做好法律援助工作，普法教育深入农村，走进大山深处，让那些偏远农村的公民可以了解到法律。法律意识的培养不是一朝一夕的事情，是一项长久的工作。需要我们每一个法律工作者担负起我们的社会责任，肩负起时代的使命，为我国依法治国新篇章的展开贡献在即的一份力量。
《刑法》修正案九正在审议中，值得注意的是立法机关拟将取消九种死刑。这标志着我国法治和人权建设又向前迈出了坚实的一步。笔者相信随着依法治国的全面推进，进一步限制死刑的适用的趋势不可阻挡，到那时中国的法治事业将会在世界法治事业发展过程中留下浓墨重彩的一笔。

Again on the rule of law in China under the background of limit the scope of the death penalty- A New Perspective from the conservation community resources and maintain social and family harmony
Abstract: "Abolition of the death penalty" has been a highly controversial topic, judicial staff, experts and scholars write books have written to express their views, to form a contending situation. In the current case law, advocates the abolition of the death penalty is absolutely unrealistic, we must recognize the existence of practical significance of the death penalty, so I advocate further restrict the application of the death penalty. Eighth session of the Fourth Plenary Session presented comprehensively promote the rule of law, rule of law China, so I think that under the legal system in the case of the new situation, and to explore how to further refine the scope of the death penalty should be reintroduced to extensive consultation of experts and scholars, together to accelerate the process of building our modern rule of law. This paper not only through the protection of human rights, saving the cost of justice, to protect the credibility of traditional thinking judicial perspective, and from the first time to save social resources to promote social and family harmony new perspectives demonstrate the need to further restrict the application of death penalty. Limiting application of death penalty can better save social human resources, social resources upfront guarantee of efficiency, promote and guarantee social and family harmony, for the early realization of the dream of the China Law rejuvenation.
