Abstract: The right of self-defense is an inherent right of the country, and is exception of the general obligations of all the countries to respect for the territorial sovereignty of other countries. USA has excused itself from warring against Iraq by implementing its right of self-defense, which is a great challenge to the collective safety system and the conditions of implementing the right of self-defense under the present UN Charter. And the war against Iraq violates the existing international laws. Owing to the high-speed development of modern military technology, the thread of force is becoming a potential danger greatly affecting the safety of the country. Thus, it is necessary to enlarge the scope of implementing the right of self-defense in order to better protect the right of safety of the country. It is very important and necessary to design the enlargement of the scope in the collective safety system of UN for preventing the abuse of the right of self-defense by relative countries.
