当前,我们要实现由人治国家向法治国家的转变,就必须从根本上屏弃传统的性善论,以理性的、冷峻的甚至苛刻的眼光来审视人性。不要再奢望人格魅力或权力道德的“神话”，否则将始终被“法治面纱下的人治幽灵”所笼罩而无法建成“法治国家”。所以应加大力度宣传人民主权精神,张扬制度优先理念,树立法律至上权威。唯有如此,全社会民主法治意识才能普遍提高,也唯有如此,我们才能正确处理好国家权力与法律的关系,从而建立起真正的、民主意义上的法治国家。

Because it is a perceptual thing, it is not extremely reliable and even extremely dangerous, must pass the rational means --Law --Carry on power to restrict. Only by this way, can our country becomes the real one governed of law.
