（三）要注重加强基层检察院的建设。
第一，应当加强基层检察院的人力、财力和物力，为其侦办案件提供可靠的物质保证、减少外界干扰。第二，逐步提高办案人员的素质、定期对办案人员进行业务培训。第三，可以适当考虑对职务犯罪侦查人员的岗位轮换。岗位轮换有利于防止办案人员自身腐败的发生，同时也有利于培养干警的多方面能力。第四，基层检察院应当经常深入农村进行调研与宣传。通过调研，可以比较真实的掌握当地农村中的村务运行情况，摸清农村领导（如村支部书记、村民委员会成员）的实际工作状况，做好农村经济型职务犯罪的预防工作；通过宣传可以增强村民的法律意识和对相关政策的了解程度，从而让村民真正成为农村经济型职务犯罪的监督主体，切实维护自身的权益。

Abstract: This article is in the view of the type of economical crime by taking advantage of duty in grassroots; analyze the conditions of economical crime by taking advantage of duty in grassroots by way of positive research and the reasons, then give some suggestions about the reform of the prevention and controlling of the economical crime by taking advantage of duty in grassroots.
